Senator Shannon Grove (R-Bakersfield) is pleased to announce her legislation, Senate Bill 1063 (SB 1063), has been signed into law by Governor Newsom. SB 1063 will provide additional mental health resources for students by adding QR codes to the back of student ID cards, so that students can easily access those resources.
“The Governor’s response to SB 1063 was epic! Not only did he sign my bill, but for the first time in legislative history he used a QR code for his signing message, highlighting how important it is to use modern technology to communicate. Updating student ID cards so children have immediate access to mental health resources is smart policy and I am grateful that God has sent bright, young, intelligent students such as Ishmeet Singh forward to advocate for these important issues,” said Senator Shannon Grove.
“I am thankful to God, Governor Newsom, Senator Grove, and the California State Assembly and Senate for making this possible. I am thrilled that students across the state of California will now have essential mental health resources at their fingertips to combat their distress. With the concept of the QR code being ubiquitous in today’s modern era, it was essential to incorporate this technology in Student IDs to make resources more user friendly. I am grateful to enhance accessibility to resources to empower fellow students when confronted with a mental health crisis. Thank you for this opportunity to make a change for the better,” said Ishmeet Singh, Sponsor and Stockdale High School student.
SB 1063 will go into effect on July 1, 2025. You can find a special message from the Governor to Ishmeet Singh here.
