Senator Shannon Grove Recognizes Barbara Holmes as Senate District 12 Woman of the Year

Senator Shannon Grove proudly honored Barbara Holmes as the 2026 Woman of the Year for California’s 12th Senate District, recognizing her lifelong commitment to faith, family, hard work, and service to the Kern County community. 

Barbara Holmes joined more than 100 women from across California who were recognized during the California State Legislature's annual Woman of the Year celebration at the State Capitol. The honorees were selected by their respective legislators for their commitment to making a lasting impact in our community, state and beyond.

“Barbara Holmes has spent her life building more than just successful businesses, she has built a legacy of generosity, faith, and service,” said Senator Shannon Grove. “Through her philanthropy and dedication to education, she has opened doors of opportunity for countless young people in Kern County, an impact that will last for generations to come.”

A longtime resident of Taft, Barbara Holmes has dedicated decades to strengthening her community through business leadership, philanthropy, and support for education and local nonprofit organizations. Alongside her husband, Fred, Barbara helped build successful oilfield service companies that provided jobs for hundreds of Central Valley families.

Following their business success, the Holmes family established the Semloh Foundation, supporting numerous nonprofit organizations and educational opportunities locally and around the world. Through the Holmes Family Education and Training Foundation, hundreds of Taft High School graduates have received scholarships to pursue higher education and vocational training.

The Woman of the Year celebration is an annual tradition of the California Legislature honoring outstanding women for their leadership and service to their communities.
